制度的弱式评判与正式制度变迁

在分析诺思路径依赖原理的基础上,以制度供求为视角,通过对“制度的弱式评判”这一概念的引入和思考,得出结论:正式制度不是依靠供求双方的两极制衡而是供给方的单极主导来展现变迁路径的。要想接近正式制度变迁的帕累托效率,须采取建构科学合理的认知模式、适当松解社会的权力结构、建立丰富的非官方组织体系等措施,力求实现从制度的弱式评判→强式评判的转变,以达到正式制度供求之间的竞争性均衡。

Official system vicissitude strictly follows North's way dependence principle by no means.This article asks a question in light of this,takes the system supply and demand as the angle of view,through the introducing and analyzing the concept of "the weak judgment of system",and finally draws the conclusion: It is not depends upon the weigh of double-pole systems between supply and demand but is the single pole leading of the supplies that the official system unfolds the way of vicissitude.To approach the Pareto efficiency of official system vicissitude,we must adopt some measures that we may construct the scientific and reasonable cognition pattern,loose society's authority structure suitably and establish rich unofficial organization system,to makes every effort to realize the transformation from the system weak judgment to strong judgment,and to achieve the balance of competitiveness between the official system supply and demand.
