| 摘 要： | 实施农村最低生活保障制度是构建农村社会保障体系的一项基础工程．也是建设社会主义新农村的重要内容。目前，我国农村低保制度已进入全面推进的新阶段，如何尽快完善这项制度已引起普遍关注。本文分析了农村低保实施过程中存在的问题。并提出解决问题的对策。
