| Abstract: | The administration in tertiary institutions is usually conducted at two different levels-the department level and the college or university level. Since both the department-led and the college-led models have advantages and disadvantages, it is suggested in this article that a well-measured balance should be maintained between the two for the benefit of adult education management. |
