| 摘 要： | 从教育的产品属性分析入手 ,以公共选择的视角和方法分别论述了民办教育存在的合理性、市场经济条件下民办教育产生发展的必然性以及民办教育机构与政府之间的关系。在此基础上探讨了政府制定民办教育政策所应遵循的原则 ,以及我国现行民办教育的政策完善和制度创新的具体途径

| Abstract: | Starting from the analysis of property of education and from the standpoint of public choice,this paper discusses private education in three aspects:firstly,the reasonablity of the existence of private education;secondly,the inevitability of the generation and development of private education;and thirdly,the relationship between government and private education.Based on the above discussion,the paper points out the principles that the government should follow over its policy making,and also gives some suggestions on improvement of the present policies and institutions regarding private education. |
