政府与NGO的合作问题刍议——由汶川大地震中的非政府组织引发的思考

在汶川大地震的抗震救灾工作中，我国的非政府组织配合政府发挥了重要作用。然而从长远来看，进一步加强在社会管理中政府与非政府组织的合作是一个需要认真研究的问题。政府与非政府组织合作关系构建的途径是：首先，要建立法制框架内政府对非政府组织的指导关系；其次，要建立在社会管理中的平等伙伴关系；第三，要建立相互监督关系。政府与非政府组织合作关系的建立，是构建和谐社会的重要内容。

Cooperation between government and NGOs: reflections on the contribution of NGOs to Wenchuan Earthquake relief work

NGOs in China have contributed hugely to the relief work of Wenchuan Earthquake. How ever, in the long run, the cooperation between NGOs and governments at all levels in social adminis tration is still worthy of serious study. This article discusses how to construct a cooperative relation ship between NGOs and governments. It proposes that： Firstly, governmental guidance under the le gal framework is needed; secondly, governments and NGOs should treat each other as equal partners; finally, mutual supervision is demanded. It is believed that a cooperative relationship between govern ments and NGOs is an important part of social harmony construction.
