政府参与高等教育评估行为的国际比较分析

摘    要:随着我国高等教育进入大众化阶段,评估已成为政府宏观调控高等教育,保证高等教育质量的重要手段,同时政府参与高等教育评估的行为已引起社会的广泛关注。由于各国发展高等教育的理念和路径不同,政治经济环境各异,政府参与高等教育评估的行为也呈现出各自的特点。本文介绍了国外政府参与高等教育评估的三种主要行为模式,分析了现阶段我国政府参与高等教育评估的行为特征。通过分析比较,本文认为可以在政府行为模式的转变,引入多元评估主体,制定多元评估体系,开展元评估活动等方面借鉴国外的经验,以进一步完善我国政府参与高等教育评估的行为。

Abstract:Higher education is becoming universal in China.The assessment has become an important means by which the government can macro-control higher education as well as to guarantee its quality.The whole society has paid much attention to the governmental participation in the assessment of higher education.Since different countries have different notions and ways in developing their own higher education,and their political and economic environments are also different,therefore,their governmental participation in the assessments of higher education manifest different characteristics respectively.The paper introduces three principal models of the governmental participation in the assessment of higher education abroad,namely the model of social autonomy,the model of governmental centralization and the model of governmental guidance.It also makes an analysis of the characteristics presented by the governmental participation in the assessment of higher education in China.On the basis of the comparative analysis,the author puts forward that in order to further perfect China's governmental participation in the assessment of higher education,it is feasible to make use of the experience from abroad such as the transformation of the models of governmental participation,the application of pluralistic assessing subject,the formulation of pluralistic assessing systems and carrying out meta-assessing activities,etc.
