论城市人民公社

在特定的历史年代,人们曾经认定:城市人民公社是“政社合一”城市基层政权组织,也是人民经济生活的统一组织者;其经济基础是全民所有制和集体所有制两种形式,而全民所有制是主体;是改造旧城市、建设社会主义新城市的工具;是由社会主义过渡到共产主义的最好的组织形式。但后来随着实践的发展,人们在沿用“城市人民公社”名称的前提下,基本上否定了前面的说法,城市人民公社的涵义几乎发生了质的变化。这反映了城市人民公社在我国的破产,更说明了中国共产党是一个实事求是的党。

A Brief Study of Civil Commune

In certain historic period,it was considered that civil commune was not only the integration of government administration with commune management of the basis regime organization,but also the unifying organizer of(people's) economic life.The economic base of civil commune was owned by the whole people and the collective.And the ownership by the whole people is the main body,the tool to change old city to socialism new city and the best organizing type of turning the socialism to communism.However,with the development of practice,people almost devote such theory as former on the basis of civil commune, so the meaning of civil commune has a qualitative changes.All of these show not only the bankrupt of civil commune,but also that Chinese communist is a practical and realistic Party.
