从古代到现代社会,政府与非政府组织关系经历了由统治、管理再到服务的逻辑转换。在古代社会,政府是公共管理的唯一主体,排除了其他社会主体参与公共管理的可能,政府与非政府组织之间只能是权力导向的统治主客体关系;到了近代社会,等级化的官僚行政垄断了对社会公共事务的管理,不允许政府之外治理力量的存在,政府与非政府组织关系的定位只能在单向度的管理主体与管理客体的思维框架下进行适当调适;随着治理理论在全球范围内的兴起,现代社会强调社会治理的多元化,尤其是强调发挥非政府组织的社会治理作用,由此政府与非政府组织关系正在走向多样化良性互动的新愿景。
