农民非制度性政治参与的原因分析

农民是中国最大的社会群体,当前农民的非制度性政治参与给政治民主化建设和社会稳定造成了不利的影响,越级上访、暴力抗政、选举违规、宗族干政等现象严重地影响了基层政府的工作和建设,其主要原因在于农民参政机制不健全、村民自治制度不完善、基层政府和组织对农民权益的侵害、以及农村经济、宗族、农民素质等因素的影响,因此应有针对性的进行改革和完善。

The Reasons of Non-institutionalize Political Participation of Farmers

Farmers make up the biggest social community in China.At present,the farmers' non-institutional political participation makes bad influence on political democratization construction and social stability.Its phenemena include:The farmers appeal to the higher authorities for help by jumping the levels,use violence to resist the government's policies or decisions and use incorrect ways to elect,the patriarchal clans interfere with the political power,etc.These phenomena have interfered the grass roots government's work and construction seriously.The main reasons for these are the imperfect farmers' political participation system and self-governance of villagers,the grass roots government and organization's harm to the farmers' rights and interests,as well as the influence of rural economy,patriarchal clans and farmers' quality.Therefore,we should take right methods to reform and improve them.
