| 摘 要： | 本文结合经济学的物品分类方法,分别探讨了公共政策的纯公共物品属性即非排他性和非竞争性,公共政策的纯私人物品属性即排他性和竞争性,以及公共政策的准公共物品属性即竞争非排他性和排他非竞争性,并指出公共政策的不同物品属性分别具有不同的激励功能,应结合其激励功能来评价公共政策的物品属性。

| Abstract: | according to the division of object in economics,this article analyzed such characters of the public policy as the pure public object character,that is non-excludability and non-rival consumption;the semipublic object character,that is excludaility but non-rival consumption and that is rival,consumption but non-excludability;the pure private object character,that is excludability and rival consumption.It also posed that different object character of the public policy has different function in motivation and the appraisal of the object character depended on the function in motivation. |
