| 摘 要： | 利用国际金融组织贷款对于促进我国经济社会发展起到了积极作用。但长期以来我国对于国际金融组织贷款项目的管理一直处于粗放状态,对于利用效果缺乏科学合理的评价指标体系。本文拟从项目立项、实施、运营全过程设计评价指标,从项目管理全过程评价其成功程度,为财政部门进行贷款项目管理和政府宏观决策提供依据。
