| 摘 要： | SARS提醒我们,建立农村突发事件应急机制是当前迫切需要解决的问题。尽快出台一部综合性的突发事件应急法律,从法制上确立农村突发事件处理的相关环节;加强农村领导干部的培训,建立县、乡、村三级应急机制;建立农村资源储备制度,为突发事件的应急处理迅速提供必要的支持;加强正规渠道的宣传力度,探索适合农村社会、心理的信息披露引导机制;为农村构筑支撑点,积极应对突发事件。

| Abstract: | SARS reminded that it is an problem solved urgently to setting up a countryside urgent incident prompt-coping mechanism.A comprehensive law dealing with the urgent incident should be issued as quick as possible to determine the details of reaction. Therefore,strengthen the training for the countryside cadres and set up the Three-Grade urgent incident prompt-coping mechanism in the county,town and countryside to provide the necessary support for the coping of urgent incident.Furthermore, we should enhance the propaganda strength and explore the guiding mechanism suitable for the social and psychological information report in the countryside.Finally,we should give more support to solve the incidents actively. |
