| 摘 要： | 乡镇船舶安全管理是国家水上安全行政执法的重要方面。其执法实务要略包括:以县乡政府为主体的安全管理责任体系;培植安全防范意识;立足源头管理;制定安全管理预案;引导运输户联合互助;开展安全管理规律的科学研究。共同的主题是,排查隐患、化解危险、探索和制定事故预防对策。

| Abstract: | The safe management of shipping in township is an important area of the administrative enforcement of law in the country's waterborne security.The work of law enforcement in this regard mainly includes:(1)establishing the safe management responsibility system with county and township governments as the main players;(2)cultivating the awareness of protection and safety;(3)being based on management at the source;(4)drawing up the contingency plan for safe management;(5)guiding ship transporters toward mutual help;(6)carrying out a scientific research into the laws of safe management.All this is aimed at removing a hidden peril for good,reduce danger to a minimum,and exploring preventive measures against accident. |
