论“无直接利益冲突”群体性事件的基层治理

"无直接利益冲突"群体性事件根源于"利益冲突",现实生活中"民意→民怨→民怒→冲突"的演变逻辑,凸显了作为基层政府在执政理念、职能定位、制度建设、管理方式以及治理能力上可能存在的不适应性。基层政府亟需以构建服务型政府为核心导向,促进社会和谐发展、构建基层治理网络,建立治理主体合作共赢新秩序、完善应急管理机制,提高危机处理能力,从源头上预防和化解"无直接利益冲突"群体性事件。

On Grass-root Governance of Mass Disturbances of "Non-direct Interest Conflicts"

Mass disturbances of ＂non-direct interest conflict＂ are rooted in interest conflicts. The transforming logic from public opinion to public sentiment to public anger and to conflict features the possible inelasticity of grassroot governments in terms of governing idea, function orientation, institutional improvement, management style, and governance capacity. The grass-root governments need to build a service-oriented government to promote social harmonious development, to construct basic-level governance network, to establish a new order of win-win cooperation of governance body, to improve emergency management mechanism and the ability of handling crisis, so as ＇to prevent and mitigate from the source mass disturbances of ＂non-direct interest conflicts＂.
