| 摘 要： | 随着村民自治的发展，村委会缺乏有效监督的问题越来越突出。山东省五莲县实施的“1＋4”民主监督模式是村民自治制度创新的重要实践，对我国基层民主政治的发展具有借鉴意义。完善我国基层民主必须坚持中国特色社会主义理论体系，贯彻落实科学发展观，从监督制约机制入手，及时总结各地基层经验，推动社会整体的民主政治建设。
