County is the base unit of government structure of a country.It is also the foundation of the regime exercise and public administration of a country.It is the county that implements the macroeconomic policies on behalf of the country.County is the organizer and operator of county economy and social development.Based on the regulation and control at the county level,the county economy is a form of regional economy which aims to promote the local economic growth.If the approach of inclusive growth in terms of "Organic Bidirectional and Three Standardizations" is carried out,the problem of socioeconomic development in these regions will be solved once and for all.
