对我国社会保障系统向市场经济体制转变的思考

本文通过对我国计划经济体制下形成的社会保障系统的定性分析 ,指出由于社会保障的改革处于滞后状态 ,加上各地的很多不规范做法 ,使原来已有缺陷的社会保障系统更加不能适应需要。因此 ,我国的社会保障系统实现向社会主义市场经济体制转变具有十分重要的意义。那么 ,我国的社会保障系统如何适应市场经济体制呢 ?本文提出了六大思路 ,即把社会保障的覆盖面扩大到所有的劳动者 ,建立规范的社会保障属地管理等

On transformation of social security system from planned system to market system

This paper presents an analysis of the social security system formed in the planned economy system, pointing out that, because of the lag of the reform of the social security system and non-standard operations, the social security system fails to satisfy the social needs. Therefore, the transformation of social security system from planned system to market system is very important. The question is how our social security system can be adapted to the market system. The paper proposes six methods, including expanding the coverage of the social security system to all the laborers and establishing a normal management system.
