| 摘 要： | 地方立法工作影响着公民权利意识的培养、法治观念的加强与公民素质的提升,这正是构建和谐社会的人文基础与精神底蕴。目前我国公众参与地方立法制度的建设已日益紧迫,就美、日两国公众参与立法的制度予以分析比较,以期对我国公众参与地方立法制度的完善起到借鉴作用。

| Abstract: | Local legislation affects the cultivation of citizens' consciousness of rights and the improvement of law concept,which are humanistic basis spiritual support for constructing a harmonious society.At present the construction of public participation in local legislation is increasingly pressing.This paper analyzes and compares citizen participation in local legislation system between America and Japan,in order to offer a reference for improving the system of citizen participating in local legislation in China. |
