| 摘 要： | 构建高校惩治和预防腐败体系要准确定位并确立正确的指导思想，在充分体现整体性、侧重性、开放性和可操作性等特性的基础上，设计合理的高校惩治和预防腐败体系框架，即由相互关联的宣传教育机制、制度规范机制、权力监督机制、查处惩治机制、评价检查机制和组织领导体制6个方面组成。

| Abstract: | In order to establish a system of punishing and preventing corruption,we should set an appropriate location and adhere to correct guiding principles.On the basis of integrity emphases,opening and maneuverability,we can design a logical framework of punishing and preventing corruption in institutes of higher learning in the following six aspects: mechanism of propaganda and education,mechanism of canonical system,mechanism of power supervising,mechanism of punishing,mechanism of appraising and inspecting and mechanism of organizing and leading. |
