公共政策的制度梗阻——以闽西农村社会养老保险为例

从公共政策的角度研究农村社会养老保险的问题,以闽西A村为例,分析中国农村社会养老保险这一公共政策在执行过程中存在制度梗阻的原因,如农村养老社会化程度低、农村养老保险参保率低和农村养老保险制度不完善等,进而从发展农村经济、加强政策宣传以及建立健全中国农村养老保险制度等方面去寻求对策以消解公共政策的梗阻。

The Obstruction of Public Policy System: Rural Social Pension Insurance in Western of Fujian

From the perspective of public policy,the article researches about the rural social pension insurance, and it takes village A of western of Fujian as an example and analyzes the main reason of the problems caused during the process of the social pension insurance policy. It analyzes the reasons such as low socialization of the Rural Social Pension, low participation rate and imperfect rural social pension insurance system. Then it aims to find some measures from the aspects such as developing the rural economic, promoting the publicity of the policy and establishing and strengthening the system to reduce the obstructions.
