改革开放与反腐倡廉建设

改革开放并不会导致腐败，但在改革开放的进程中，某些腐败现象又确实是在不断滋生和蔓延着。这主要是由于改革开放是一个不断探索和渐进的、调整利益的、对外开放的、新旧体制机制转换的过程，改革开放中一些干部的思想政治素质经不起考验，腐败行为仍有一定的社会土壤和基础。在改革开放进程中反腐倡廉建设也不断得到加强，这是因为改革开放的深入发展为反腐倡廉建设提供了更好的物质、思想、组织基础，以及科学理念、先进手段、体制机制和国际经验借鉴。在继续推进改革开放的历史进程中我们还要进一步对反腐倡廉建设面临的热点难点问题进行深入的思考和研究。

Anticorruption in relation to reform and opening

Reform and opening will not lead to corruption but has seen much of corruption grow unchecked.On the one hand,reform and opening is an ongoing process of exploration from what is old and closed to what is new and open,and some leaders fail to stand up to the test of benefit adaptation due to their weak political and ideological qualities.On the other hand,reform and opening has provided anticorruption with developed materials,ideology and organization,scientific ideas,advanced means and mechanisms and international experience,thus anticorruption has been reinforced incessantly.We should have more profound research on the hot issues and difficult problems of anticorruption to promote reform and opening.
