| 摘 要： | 我国现行突发公共卫生事件应对中，“行政主导型”救助模式已经无法满足受害者的需求。由于我国目前的受害者赔偿尚处于摸索实践阶段，缺乏专门的赔偿法律法规支持，突发公共卫生事件的受害者往往难以获得及时和充分的补偿。文章分析我国突发公共卫生事件中受害者赔偿的缺陷问题，提出制定突发公共卫生事件受害者赔偿专门法规、建立市场化的救助机制与设立受害者心理救援机制的建议，实现受害者赔偿的法定化、规范化，完善受害者赔偿制度体系。

| Abstract: | Nowadays, the rescue model of administrative dominant is unable to meet the needs of the victims in public health emergency response in China. As the compensation for victims stays in primary stage and we know that our country lacks of special compensation laws as well as regulations support, the victims usually cannot gets immediate and sufficient compensation. This paper mainly analyzes the defect of the compensation for victims in public health emergencies, suggests that we should establish special laws and regulations, market-oriented salvation and mental salvation for victims to implement legalization and standardization of compensation for victims,and promote the system of compensation for victims. |
