现代社会诚信体系及其建设

现代社会诚信体系是包括现代诚信文化、有效的产权制度、民主政体、健全的法制及社会信用服务组织等在内的一个广泛的社会系统。其中,诚信观念和文化是基础,产权制度是核心,民主政体和法制是保障,信用服务组织是工具。现代社会诚信体系正是以上各子系统有机配置、互相支持的完整的社会规范体系。现代社会诚信体系建设,实际上就是通过把与诚信建设有关的社会文化、制度、工具等资源有机地整合起来,并通过教育、鼓励和惩罚等多种手段,引导和规范社会成员的价值取向,使他们自觉地选择诚信,共同促进社会诚信水平的提高,从而维护正常的社会秩序,保障经济的繁荣和发展,并最终达至人们生活的和谐与幸福。

The system of honesty and trust in modern society includes culture, right property, civil government, law, service organization of social credit and so on. The building up of this system aims to combine the aspects mentioned above into an organic one. By means of education, encouragement and punishment people are conscious to act as honesty and trust demand. In this way, honesty and trust can be improved, social order can be maintained, economy is developing prosperously, and people can live a harmonious life.
