| Abstract: | A proper orientation is vital to the development of higher education institutions.In order to give a scientific orientation to colleges and universities,the following factors must be taken into consideration: social factors,educational system factors,competitive institutions,and higher education institutions themselves.Three principles should be emphasized: being practical and realistic,scientific development and functional fulfillment. |
