摘    要:为了破解行政区划对区域经济科学发展所形成的障碍,上海浦东新区、天津滨海新区等一大批超大城市新区应运而生。与老城区相比,这些城市新区空间规模超大、功能布局特殊,全面区域管理亟待加强,但旧体制整合难度较大,需要运用综合配套改革的理念从行政层级、管理幅度、公共服务运行模式、官员政绩评价与选拔任用机制、富余官员安置等领域做出新的制度设计。城市新区新的管理模式在我国基本实现均质化发展的东部大都市密集区的行政区划整合中具有推广价值。

Abstract:To overcome the administrative obstacles to regional economic growth,a number of oversized urban districts such as Pudong New District in Shanghai and Binhai New District in Tianjin were founded.Compared with old urban districts,these new districts are huge in size and unique in function,whose integration involves more difficulties and calls for comprehensive,coordinated reforms.In light of this,new system designs should be carried out in administrative level,management scope,mode of public service provision,mechanism of official selection and evaluation,and reallocation of redundant officials.The new mode of management of new urban districts is worthy of being applied to the heavily-populated metropolitan areas in eastern China which is characterized by general homogenized development.
