| 摘 要： | 近年来,我国最低生活保障制度正处于全面提高保障能力和保障水平的转折时期,在我国经济快速发展、人民生活水平不断提高以及物价上涨的条件下,客观上要求最低生活保障制度随之做出及时的调整,以确保低保对象的实际生活水平稳步提高。从吉林省城市低保与社会经济发展的相关性分析来看,尽管低保标准、保障能力随着经济发展同步提高,但滞后于CPI的变动,在一定程度上削弱了最低生活保障制度的功能。
