| 摘 要： | 综合配套改革试验区的发展,以功能区为主要载体。选择合理的管理体制,对于促进功能区开发开放进程具有重要意义。透过上海浦东和天津滨海两个国家综合配套改革试验区功能区设置及相关管理体制的演变,梳理二者特点,对比其异同,折射出在不同阶段,综合配套改革试验区对应其功能区采取不同的管理体制安排,有其必然性,亦存在诸多个性化因素。这为未来新设的综合配套改革试验区功能区设置及相关管理体制安排,提供了可资借鉴的经验。
