昆明市三任规划局长职务犯罪情况调查

规划部门是确定城市的规模和发展方向的重要的行政执法部门，而昆明市规划局却在不到五年的时间内，就有三任规划局长先后因受贿犯罪而被检察机关立案查处，这在全国省会城市中是绝无仅有的。这既有他们个人的原因，也有规划制度与政治制度、社会和中国传统文化等方面的原因。要防止再出现第N个规划局长落马，应当建立健全科学完整的规划体系和技术规定，完善规划监督机制，推进体制改革，提供制度保护和适宜社会发展的法律制度与法制环境。
