略论熊希龄治水

熊希龄致力于治水达三十余年,对东北、江苏、湖南、顺直等地水患治理都有深入的研究,从事治水规划时间之长,提出治水方案之多,为近代罕见。他总结中国古代治水经验,借鉴西方先进技术和方法,形成了完整的治水理论和思想,并具有可行性。他躬亲实践,领导顺直五河水患治理达十余年,其治标工程、治本工程颇有劳绩。但由于近代中国内忧外患,国运不昌,熊希龄的治水宏愿与才华未能充分施展。

Xiong Xiling: Devotion to River Harnessing

Having devoted himself to river harnessing for over 30 years, Xiong Xiling has profound knowledge and experience of flood prevention in areas as Northeast China, Jiangsu, Hunan, and Shunzhi. In modern China, Xiong is incomparably remarkable for the long period when he was engaged in river control and the number of flood prevention plans he presented. Summing up ancient experience and learning from advanced western theories and technology, Xiong has formed his own theory of river harnessing, which is both comprehensive and feasible. He went to worksites personally and has been in charge of the harnessing of five rivers in Shunzhi for 10-plus years with tremendous achievements. Yet, faced with domestic troubles and foreign invasion, Xiong's ambition and talent were unable to be brought into full play, which is doubtlessly unfortunate.
