制约高校传统企业发展因素的研究

在大力发展包括大学科技园在内的高校科技型企业的同时 ,稳定和发展高校传统企业具有重要的现实意义。当今高校传统企业的运行机制和高等学校普遍采用的产业管理体制是造成校办企业法人财产界定不清、企业负担相对较重、生产经营中融资困难、企业退出市场的通道不畅、管理者积极性不高、企业缺乏经营管理和研发人员等一系列制约高校传统企业发展的因素 ;正确确立高校传统企业的地位、理顺企业产权关系 ,实现投资主体多元化、制定特殊政策 ,对高校传统企业予以扶持。这样 ,高校传统企业不仅可以成为高等学校高新技术产业化的重要基地 ,发挥其示范作用 ,而且可以缓解目前高校仍然存在的就业岗位矛盾 ,增加学校收入和国家税收 ,提升学校的社会地位

On Factors Restricting the Development of University Traditional Enterprises

In this article, the authors analyse factors restricting the development of university traditional enterprises resulted from their present unfavourable running mechanism and property management system, such as the obscurity of legal representative's property, too heavy burden for the enterprise to shouder, the difficulty in absorbing enough working capital, the lack of proper people specializing in management and research, and so on. Therefore, they argue for the necessity to take measures to get rid of these factors and facilitate university traditional enterprises in various ways.
