教育服务贸易与我国高等教育发展关系的探讨

《服务贸易总协定》(GATS)将教育列为服务贸易范畴 ,对我国教育尤其是高等教育影响冲击很大。大量教育资金流向国外教育服务机构 ;人才外流更趋加剧 ;中国教育的民族特性将消减 ,国际普适性将加强 ;中国高校优胜劣汰的步伐会加速。针对我国教育服务贸易选择性承诺减让的内蕴及其对我国高等教育发展的意义 ,我国高等教育应对教育服务贸易挑战可采取如下对策 :转变办学理念 ,注重教育的服务化、贸易化、产业化 ;提高办学综合实力 ,形成规模和质量效应 ;加强教育教学改革 ,尽快与国际接轨 ;主动出击 ,抢占国际高教市场等。

Probing into the Relationship of Education Service Trade and the Development of Chinese Higher Education

The General Agreement on Trade in Service regards education a service trade, which has a far-reaching influence and challenge to Chinese education, especially to Chinese higher education: More education capital would flow to overseas education service institution, brain-drain would be much severer; the national character of Chinese education would be diminished with the increasing globalization, As a result, the pace of the superior winning over the inferior in Chinese higher universities would speed up. By analyzing the effects of selective promises of education service trade on Chinese education, this paper brings forward the countermeasures: change present educational concepts and its function with an emphasis on its service, trade, and industrialization; improves on its overall capability for education running form scale and quality effect; reinforces educating and teaching reforms in order to catch up the step of international education development and survive the sever competition in world education market.
