乡镇“七站八所”改革路向的实践重构

20世纪90年代以来乡镇＂七站八所＂人员臃肿、机构瘫痪、职能不清等现实困境促使一些地方进行了探索性改革。其中,湖北推行的＂以钱养事＂改革最有独特性,也颇有争议。这场改革解决了站所存在的一些痼疾性问题,但随着改革大背景的转换,这一改革样式暴露的问题也日益增多。因此,需在汲取湖北改革经验和教训的基础上重构＂七站八所＂改革路向。

Reconstruction of the Path of the Reform on "Seven Stations and Eight Offices" of Township

Since the 1990s,the ＂Seven Stations and Eight Offices＂ in township is growing into the fact of overstaffing,institution paralysis,function confusion,which forces a number of places to carry out exploratory reforms.Among them,the reform of ＂Funding Public Affairs＂ in Hubei Province is the most unique and controversial.The reform resolves some chronic problems,but with the change of the background of reform,the reform reveals more and more problems.Therefore,we need absorb the experiences and lessons form the reform in Hubei Province,and reconstruct the path of reform on the ＂Seven Stations and Eight Offices＂.
