| 摘 要： | 公共权力以维护公共利益为宗旨，实现公共利益离不开公民对公共生活的参与及其道德能力的发挥。公共权力要获得合法性，就必须履行其宗旨，并在合理的政治秩序下，依靠公共证明来为自己做辩护。

| Abstract: | Safeguarding public interest is the purpose of public power. The purpose cannot be realized without citizens＇ participation in public life and excising their moral powers. To obtain legitimacy, public power must comply with its purpose, and defense itself through public justification under a reasonable political order. |
