西藏农牧区贫困的特征、成因与反贫困路径选择

本文运用相关理论,依据西藏有关部门的政策法规与数据资料,结合在西藏农牧区实地调研的所见所闻,在描述西藏农牧区贫困特征与成因的基础上,试图归纳出西藏农牧区的贫困类型、贫困标准以及反贫困政策的与众不同之处,进而对西藏农牧区的反贫困路径与政策提出个人见解。本文会涉及到本地区贫困标准、移民扶贫、工业化、城市化等有歧义的问题。对此,笔者会给出自己的判断和见解。

The Features and Causes of the Poverty in Tibetan Farm Areas and the Method Options

By using some related theory, policies and rules of some related departments, combined with what have been seen and heard in Tibetan farm areas when investigating, this article attempts to advance and conclude Tibetan farm areas' poverty types, standard and the unique points of anti-poverty policy. Furthermore, the author advances his own opinion on the anti-poverty method and policy in Tibetan farm areas. This paper involves such problems as the areas' poverty standard, migrants' support for poverty, industrialization and urbanization. For this, the author will offer his own judgement and view.
