试论依法执政

从邓小平到江泽民和胡锦涛的党建理论和法治思想是一个逐步完善的过程,是依法执政的思想基础.依法执政应成为中国共产党的基本执政方式,依法执政水平是执政党的执政能力的体现,依法执政是执政党执政能力建设的目标.依法执政要求执政党要领导国家的立法工作,要求执政党要带头守法,要求执政党要保证执法的独立性,要求执政党要不断推动国家法制化、规范化的进程.

On Execution of Power in the Light of Laws

The party construction theory and the rule-by-law thought,which is regarded as the thinking foundation of the execution of power,went through a gradual improvement process from Deng Xiaoping,Jiang Zemin to Hu Jintao.Rule by law should become the fundamental executive way for Chinese Communist Party,and its level is the embodiment of the ruling party's executive power.Rule by law is the target of ruling party's executive power construction. Rule by law calls on the ruling party leading the legislative work of the country,setting an example to observe the laws,and protecting the independence of the execution of laws and constantly promoting the process of legalization and standardization all over the country.
