| 摘 要： | 动物福利是人类文明、伦理进步的体现。从人类伦理的角度对动物福利立法之完善进行思考，在论述动物福利与伦理道德的关系的基础上，对动物福利立法的伦理依据做了系统梳理，为该立法活动注入了思想源泉，提供了深厚的精神支持。最后指出强化人文伦理培养是推动动物福利法的必然选择。

| Abstract: | The establishment of animal welfare reflects Perfecting the animal welfare law with human ethics the progress of human civilization and ethics. provides spiritual support for the legislation. Based on a systematic analysis, the paper believes that it is necessary to strengthen the cultivation of human ethics so as to promote the animal welfare law. |
