| Abstract: | The regulation of colleges and departments in the in stitutions of higher learning in the early days in our country basically met the needs of planned economy system, satisfied the needs of personnel for economic construction and optimized the disposition of educational resources, but there still were some shortcomings, such as, having an insatiable desire for more, seeking for fast speed, and the lack of scientific natare of the set-up of specialties, etc. |
