作为利益诉求手段的农村土地冲突

因征占引发的农地冲突日趋多发，已成为当前农村社会最主要的矛盾之一。本研究在对学者观点进行回顾和评述的基础上，从冲突功能的角度对农地冲突的本质进行全新诠释，研究认为，农地冲突实质上是农民实现经济利益诉求的一种手段；对现有农地权利的经济利益而非农地权利调整的诉求，才是当前农地冲突产生及农民不断进行抗争行为的根本动因。因此提出解决当前农地冲突应立足于乡村治理关系的改善和基层政府治理成本的降低上，而现有基于土地产权制度的调整和改革的解决思路只能使问题更加复杂。

China Rural Land Conflicts: Farmers' Appeal for Economic Interest

Three representative viewpoints on rural land conflicts are reviewed and dissected to help understand the nature of the conflicts that have happened in China rural areas according to Coser＇s theory on social conflict function. It is seen from the analysis that the rural land conflicts have been employed by rural residents as a way to get economic benefits from land, and thus it is concluded that the appeal for economic interest is the major power that drives the rural residents to continuously resist governmental land confiscation and the key cause of land conflicts in China rural areas. It is suggested that land conflicts should be settled down on the basis of the purposes of improving rural governance, reducing the grass-roots governments＇ cost for governance and strengthening the village collective organization building.
