转型时期公共权力异化的结构性分析及治理

公共权力的强制性使其具有扩张和被滥用的可能性,从而出现公共权力异化,并在社会生活中直接表现为权力腐败。社会转型时期,利益结构的调整是公共权力异化的经济根源,集权政治遗风的影响是公共权力异化的政治根源,法律制度和监督机制的缺位是公共权力异化的法制根源,政治伦理建设的滞后是公共权力异化的道德根源。有鉴于此,应通过建立合理的利益分配机制,实现公共管理者的利益最大化;加快权力结构调整,完善权力运行机制;加快法制建设,实现依法行政;构建新的政治文化,加强政治伦理建设。

Structural Analysis and Administration on Alienation of Public Power During Society Transition Period

The compulsory feature of public power leads to the possibility of its expansion and being abused;hence its alienation appears and manifests direct power corruption in social life.During the society transition period,the regulantion of interest structure is the economic root of public power alienation,the influence of unitarianism relique is its political root,the omission of legal system and supervisory mechanism is its legal root and the lag of political ethic is its moral root.In view of the above,we should build reasonable system of interest share to actualize the interest maximinzation of administrators,expedite the regulation of power structure to consummate the power management mechanism,quicken the construction of legal system to realize administration according to law and structure new political cultures to reinforce the construction of political ethic.
