| 摘 要： | 在总结水污染物排放许可证交易研究进展及成功经验的基础上,对我国水污染物排污许可证交易试点工作中存在的主要问题进行了分析,提出了适合我国水环境治理与经济发展目标的水污染物排污权交易框架体系,并对如何推进我国排污权交易工作提出了相应的对策和建议。

| Abstract: | On the basis of summarizing the research development and successful experiments of water pollutant discharge permit transaction,the problems in water pollutant discharge permit transaction were analyzed.The framework for water pollutant discharge permit transaction,which was suitable for the management of water pollutant discharge and economic development in China,was proposed.And countermeasures and advices,how to advocate the work of Water Pollutant Discharge Permit Transaction,had been proposed. |
