| 摘 要： | 管理本身是通过文化进行的,政府文化作为一种管理手段在政府再造中起着重要作用,而历次政府改革收效甚微的重要原因之一在于忽视政府文化建设。基于此,通过政府文化建设来促进和巩固政府改革的成果,以顺利实现政府现代化的目标就显得尤为迫切。

| Abstract: | Management is carried out through culture,government culture plays an important role as a kind of management means in reinventing government.One of important reasons why the successive government reformation brings little effect lies in the neglect of government cultural reconstruction.Based on this,it is especially urgent to promote and consolidate the achievements of government reformation through construction of governmental culture in order to realize government modernization. |
