水源保护地旅游业发展中利益相关者的合作博弈机制

摘    要:水资源严重短缺和地域空间的分布不均一直是困扰中国经济社会发展的主要阻碍因素之一。以水源地旅游业发展为研究内容,从"经济、社会和生态效益"对应利益相关者"权、责、利"角度,分析以生态补偿机制为中介变量的水源保护地旅游业发展中利益相关者的合作博弈关系,提出未来的合作博弈机制中介调节变量为自发性可持续发展观,只有使水源保护地(旅游地)利益相关者之间的合作博弈机制达到状态最优,方可从依赖"制度安排"到"自我组织和自治"以有效地管理和使用公共资源。可见生态补偿机制的制度性调节是关键,而公民环境保育意识的培育则是阶段性转化的着力点。

Abstract:The paper take tourism development of water source protection zones as study content,put forward the analysis method of "social,economic and environmental benefits" which is corresponding stakeholders' "rights,responsibilities and interests",and apply this method to analyze the cooperative game relation of stakeholders in the tourism development of water source protection zones which take ecological compensation mechanism as mediator variable,at the same time put forward that spontaneous sustainable development concept is the intermediary moderator in the cooperative game mechanism of stakeholders in the tourism development of future water source protection zones,it needs a long process to achieve this status,but this process is predictable and can be achieved,and the education of civil environmental awareness is the focus of the phase transformation.
