建立廉价而高效的政府

建立廉洁政府,不应只限于官员个人的廉洁,必须同时建立廉价而高效的政府。为此,要使权力与机构同时减肥,人员与职能精干,政府“瘦”而“精”,全能政府必须转变为有限政府,官僚政府必须转变为效率政府,为全民提供价廉物美的优质服务。

Building a Cheap but Efficient Government

It is not enough only to restrict the corruption of officials; we are supposed to build a cheap but efficient government as well. For this purpose, we should both reduce the authority and simplify the administrative structure so that the government can be "slim" but "capable".
