新农村建设与农村发展观的转变

过去的20年,中国农村的生活水平得到了很大的提高,但是在社会发展方面却进步较小。新农村建设的核心是农村发展观的转变。这个转变包括三个方面的含义:其一,农村不再单纯地等于农业,不再是单纯向城市提供农产品的地方,而是可以成为人民安居乐业的所在;其二,农村不再是可以任其消亡的穷乡僻壤,而是可以体面地生活的地方;其三,农村将在自我管理的基础上重建组织和文化秩序。新的农村发展观将以"低度发展,高度和谐"为特征,以提高农村居民的福利为最终目标。在新农村建设中,政府的参与必不可少,其媒介是村民委员会。

In the past 20 years, the living standard in the countryside of China got very great improvement, but progress is relatively small in social development. The core of construction of new countryside is the transition of development view of countryside. This transition includes three respects meaning. First, the countryside no longer means agriculture simply, is no longer the simple place that offers agricultural products to the city, but can become that the people live and work in peace and contentment. Second, countryside is no longer remote, backward place,but is the place that people can live honorably. Third, countryside will rebuild organization and cultural order on the basis of oneself management. New development view of countryside will take "high level of harmony" as characteristic, and make improving the welfare of rural residents as the final goal. In the construction of new countryside, the participation of the government is essential; its media is the committee of villagers.
