儒家文化圈背景下的家庭价值观与社会保障制度

儒家文化圈有浓厚的家庭观念。以新加坡为首的儒家文化圈国家和地区坚持走“先家庭保护，后社会保障”的路子。在社会保障政策设计中融入家庭价值观，运用减税（费）、家庭内部转移支付、住房优先等激励性政策维系家庭的健全与稳定，维护家庭的保障功能，减轻国家社会保障的负担。这种以家庭为中心构建社会保障制度的做法值得我国借鉴，我国在养老保险、医疗保险等制度中都可以引入“家庭”这一概念，以维系家庭的保障功能。家庭保障和社会保障共同发展，我国才能以低成本度过人口老龄化高峰。
