网络民主在中国的功能及限度

在中国现实背景下，网络提供了新的民主方式，激活了民主的元素，重新释放了受到压抑的民主参与热情，重塑了民主形式。网络民主发挥了政治输入和反馈、政治监督和纠错、政治宣泄和矛盾缓冲等功能。但网络民主功能发挥受现实政治的对接和容纳程度的影响；网络的“群体极化”和“协同过滤”带来的信息窄化和情绪的极端化影响及网络的隐蔽性和离散型带来的非理性参与行为的负面效应将影响网络民主功能的发挥：网络民主参与主体的结构性限制亦影响网络民主的深度和广度。网络民主的功能发挥取决与政府和公民早否能够形成良性百动。
