公共理性视域中的制度变迁述论

制度变迁与社会行为主体的理性行为有着密切的关系。当国家制度环境相对稳定,各种制度安排具有合理性、合法性时,各种制度就能获得社会行为主体普遍的认同与服从。博弈各方的利益矛盾与冲突推动着制度变迁。在社会转型时期,各种社会行为主体在利益博弈的过程中,往往更关注自身个体理性价值的实现,而忽视了其他社会行为主体的理性需求。作为关注社会公共利益、公共精神、公共价值的公共理性,是协调与统一工具理性与价值理性、个体理性与国家理性、大众理性与精英理性的纽带与桥梁。中国共产党的性质和宗旨决定了其理性与公共理性在理论上是统一的。由现代化导致的空前的制度变迁与现代国家制度环境的构建,要求社会主义中国在逐步走向公共理性的中国共产党的主导下,在公共权力主体与各种社会行为主体的有效"互动"中,逐步实现由传统中国向现代中国正向的制度变迁。

System Change from Perspective of Public Reason

There is intimate relationship between system change and reasonable social behavior of subjects.Once a national system environment is stable and systems prove reasonable and legal,systems will gain general recognition and conformity from subjects of social behavior.Interest contradiction and conflicts of subjects in game accelerate the system evolution.During the period of social transformation,the social subject,in the process of interest game,are prone to focus on his own reason without considering others'. Public reasons,paying much attention to social public interests,public spirit and public value,plays the role of the bond or the bridge to coordinate and integrate instrumental reason with value reason,individual reason with national reason,and mass reason with elite reason.The essence and purpose of Chinese Comunist Party determines that the Party reason and public reason should be theoretically unified.Unprecedented system changes caused by the mordenizations and the construction of modern nantional system environment require China,a socialist country,to gradually achieve the systerm change from the traditional China to the mordern China under the guidance of the Comunist Party of China gradually approaching the public reasons,and in the effective interaction between public right subjects and social behavior subjects.
