对发展我国电力对外贸易的几点看法

发展电力对外贸易,可以实现国与国之间资源的优化配置。我国同周边已开通互联线路的国家间的对外贸易活动已有发生,但是进行贸易要求有更为复杂的组织机构与协调。协调性的国家组织机构是朝着更为自由的跨境电力流动迈出的第一步。国家电力行业的改革能够有助于进一步突破瓶颈,但是需对协调予以更多的关注。对于政策制定者来说,关键的问题就是:实现竞争性的区域电力贸易还需要具备若干条件。

Development of foreign trade in power industry can contribute to the best use of resources between countries.China's exchange with neighbouring countries already occurs where interconnection lines are in place.But trade requires more sophisticated organizational structures and coordination. Harmonizing national organizational structures is a first step toward the more free flow of power across borders.Unbundling national power sectors could help farther in breaking bottlenecks.But coordination needs much attention.Here,the key issue for policymakers is this: some terms and conditions are needed to establish competitive regional electricity trade.
