An Analysis of the Inherent Logic of Modern Public Administration Paradigm Evolution--about the development theory of public administration paradigm of Nicholas Henry

After the paradigm theory of Kuhn was introduced to the fields of social science,it had been widely applied,especially in the public administration field.The development theory of the public administration paradigm created by Nicholas Henry,is the basic mode for the academicians to trim the skeleton of development theories of public administration with the paradigm conception.But when studying the meaning of conception of the paradigm and the transition to paradigm further,we will find that we don't suffer the transition to paradigm.The modern public administration is undergoing the theory evolution and development in the same paradigm when it becomes the Normal Science.
