社会稳定只能通过践行法治才能实现。应把公众利益需求的满足程度作为考察社会稳定的指标。坚持加强和改善党的领导是实现社会稳定的关键。影响社会稳定因素的主要源头在于行政权的滥作为和不作为。执政党改进执政方式,提高执政能力,是解决社会稳定问题的“总开关”。党的领导必须实行由主要依赖规定性领导向主要依靠示范性领导的转变。维护社会稳定,执政党要有“穷人经济学”的情感。

To maintain the social stability can only be achieved by practicing law. The degree of how much the public interests have been satisfied should be the index for measuring social stability. Insisting on strengthening and improving the leadership of CCP is the key for achieve social stability. The main factors that affect the social stability lie in the excessive action and no action. To improve the governance pattern and ability of the CCP is the "chief switch" for resolving social stability. The leadership of the CCP must transfer from mainly depending on regulation to mainly depending on demonstration. To maintain social stability, the party in power should have the sensibility of "economics of the poor".
